I even tried turning the Windows Firewall off completely, to no avail. As far as I can tell, I have both created the correct firewall rule and set up port forwarding correctly.
So I know that there is a disconnect somewhere, I just can't find it. Using /tools/open-ports I can see that port 9 isn't actually responding. I tried creating rules to forward to both the direct (static) IP of this machine, or to go to the broadcast. I used the exact same format to create the rule to forward port 9. I know that at least the one port forwarding rule on my router to get to my RPi is working correctly. I know that WOL works over a LAN, it just doesn't work going over the internet. I've combed through many different guides. But on my Fedora Linux box on the same LAN I cannot telnet 9 nor nc -u 9. Telnet server no longer comes with Windows 10, so I can't test to see if that port is actually accepting connections locally. I have created an Inbound Firewall rule for port 9 (TeamViewer default port for WOL) for both UDP and TCP, in all of the domains. I was able to verify that I can use the DynDNS name to hit the Raspberry PI over SSH. For another device on the network (Raspberry PI) I have previously set up port forwarding on the router. TeamViewer is configured to use a domain name that I have registered on and I have set up my router to use DynDNS as well.
So I am ruling out the issues of a device configuration issue. I changed the device settings, BIOS settings, etc. By using both my phone and another computer on the same LAN I am able to confirm that WOL works locally. I am trying to configure TeamViewer to do Wake on LAN over the internet.
